Stopping the overexploitation of non-renewable and, to some extent, renewable resources represents an enormous challenge in the context of preserving these resources for the future generations. The problem of mitigating the transformation of natural resources should be viewed from the perspective of animate and inanimate nature (including the rational use of mineral and water resources), reducing the emission of harmful substances to the environment, excessive production and storage of waste as well as stopping the degradation of space. At the same time, the scope of using natural resources and protecting them is regulate d by relevant legislation and provisions in strategic and planning documents. Taking into account the problems of mitigation at the programming and planning stage enables making appropriate decisions in the environment management process at various levels of local government. The area selected for study was south-eastern Poland. The region is characterised by a great diversity of its natural environment, whose resources have been intensively used and transformed for several centuries. Detailed studies were conducted in selected, functionally varied counties and municipalities of the Lubelskie, Podkarpackie and Świętokrzyskie provinces. It was analysed to what extent the retardation of natural resources transformation was taken into account and presented in strategic documents.
